The Vanuatu Parliament has successfully passed a supplementary budget of VT1,366,644,129, authorising additional expenditures for various government agencies and programs in 2023.
The amount was approved under Section 34 of the Public Finance and Economic Management (PFEM) Act [CAP 244].
The Malvatumauri National Council of Chiefs has been allocated VT35 million for the reconstruction of the Malvatumauri Chief’s nakamal, which was destroyed by the fire in January this year.
Minister of Justice, John Still Tari Qetu confirmed yesterday that the Radiothon, which the Vanuatu Broadcasting and Television Corporation organised managed to collect around VT2 m in cash, while other forms of assistance including a vehicle, bibs, and helmets that were donated valued to a total of around VT6 million.
The Office of the Public Service Commission (PSC) has been granted VT30 million for purchasing standardised vehicles for all Cabinets under the Official Salaries Act (OSA).
Prime Minister (PM) Ishmael Kalsakau confirmed these vehicles will go towards constitutional bodies, and not for the state ministers.
VT25 million has been allocated to the Citizenship Commission for the recruitment of additional officers.
According to PM Kalsakau, the Citizenship office is a golden goose but it is understaffed.
He confirmed revenue targets from this program have been reached. Kalsakau added further that if the office is expanded and more staff are located in the embassies overseas, more revenue will be generated from it.
He also confirmed that all staff recruited will be locals only.
The Prime Minister’s Office (PMO) has been allocated a total of VT43 million, which includes funds for the Vanuatu Mobile Force and DCO Secretariat.
The Ministry of Agriculture, Livestock, Forestry, Fisheries, and Biosecurity (MALFFB) will receive VT50 million to establish the Industrial Hemp and Medical Cannabis Program. Minister of MALFFB, Nako Natuman said this fund will go specifically towards the establishment of an office and two staff.
In an effort to strengthen market access for kava exports to Australia, the Ministry of Tourism, Trade, Commerce, Ni-Vanuatu Business Development, and Investment (MTTCNVBD) has been granted VT60 million.
The Ministry of Education and Training (MOET) will receive VT126 m for the rollout of teachers’ housing allowance entitlement across all provinces.
The Ministry of Infrastructure and Public Utilities (MIPU) has been allocated a significant amount of VT173, 466, 404 for various projects, including slipway maintenance, wharf renovations, and rural road upgrades.
The Ministry of Internal Affairs (MOIA) will receive VT300 million for the implementation of a passport software system.
The Ministry of Health (MOH) has been granted VT89, 699, 451 for the renovation of the new CT scan and mammogram machine room. The Ministry of Lands and Natural Resources (MOLNR) has received VT170, 391, 735 for drilling underground water sources and office rental expenses.
The Ministry of Youth and Sports Development (MYSD) will use VT50 million for Team Vanuatu’s participation in the 2023 Pacific Games in Honiara.
The Ministry of Justice, Community Services, and Malvatumauri Affairs (MOJCS) has been allocated VT214 086, 539, including funds for the 7th Melanesian Arts and Culture Festival.
The supplementary budget, with a grand total of VT1.36 billion, aims to support key sectors and programs in Vanuatu, contributing to the country’s economic development and the well-being of its citizens.
