Context
Oxfam is an International confederation of 17 organizations working together to find lasting solutions
to poverty and injustice, as part of a global movement for change, in nearly 100 countries. We believe
a fairer world is possible in which people will have control over their lives, their voices heard and their
rights upheld. We work directly with communities, in most cases through local partner organizations
and seek to influence policy makers on issues which have a direct bearing on people’s lives. We
strive to achieve this through long term development programs, humanitarian response, campaigns,
policy research and advocacy. Oxfam works in Shefa province and through other partners to provide
humanitarian and network support in other Provinces in Vanuatu.
The impacts of COVID-19 restrictions and Tropical Cyclone Harold (Cat 5) in Vanuatu, spanning
from March – April 2020 has resulted in a significant reduction in income and livelihoods across
Vanuatu. In order to address the impact on ni-Vanuatu families, Oxfam has rolled out a large-scale
cash transfer response, in collaboration with local vendors, INGO and local NGO partners, as well
as local banks. From August 2020 through September 2021, Oxfam put in place the architecture,
systems, coordination and technical assistance facilities required to facilitate the roll-out of the
Unblocked Cash platform – a blockchain-based e-voucher system. Through UnBlocked Cash 4,097
(3,745 beneficiary and 352 vendor households) have been provided with financial assistance in three
provinces (Shefa, Tafea and Sanma province) to prevent a deterioration triggered by the dual effects
of a natural disaster and global pandemic.
Purpose
The objective of this position is to assess the relevance, effectiveness, efficiency, impact,
sustainability, and gender effects of the UBC. The evaluation is to address strengths and weaknesses,
as well as recommendations for improvement in all areas. The external evaluation will include two
case studies; one with focus on the impact of the program extension in Tafea and Shefa province
(from initially 1 and 3 months to 6 months) and the second will explore the empowerment of female
vendors through the UBC (the second case study can be conducted in one of the three provinces).

Core Responsibilities
Consultant will:
• Undertake consultancy within the timeframe agreed
• Develop the methodology for the evaluation
• Consult all stakeholders in an impartial manner
• Undertake desk-based review and other data collection
• Prepare and submit a draft high standard Evaluation Report
• Solicit feedback via a validation workshop and other methods
• Submit a final Evaluation Report with all partners feedback considered
Methodology
Evaluation and Case Studies will use a mixed-method approach to reach conclusions and findings.
The mixed-method approach should include primary and secondary data review, case studies, and
key informant interviews with critical stakeholders eg. government, partners, key program staff and
community leaders, and program participants. The external evaluation will take place directly after
field implementation has been concluded.
