马塔里基声称本地建设公司已被忽略。
但是招标委员会说，一个招标评估委员会由来自各个部门和部委的技术人员和官员组成，他们负责进行评估过程，对投标人进行评估并向投标委员会提交建议。
投标委员会不属于投标评估委员会，因此所有投标均遵循适当程序。
关于具体的招标，招标委员会根据招标评估委员会提供的招标评估报告予以批准，并得到部长会议的认可。
